Welcome to opchi.com | Today we are going to discuss the Assured Career Progression (ACP) scheme in brief. The Instructions for grant of benefit under Assured Career Progression (ACP) scheme after completion of 4-9-14 years of regular service in a cadre were issued by the Department of Personnel, Govt. of Punjab on the date 03-11-2006. According to this Scheme on completion 4,9 and 14 years of Service an employee is entitled to Next Scale + One Increment. For details read the instructions No.7/60/2006-5PP1/15963 Dated: 03-11-2006

Introduction to Punjab Govt Notification – ACP Scheme 4-9-14

Let’s have a brief explanation of the benefits granted to the employees of the Punjab Government. Firstly let’s discuss the conditions to become eligible for availing benefits under the ACP (4-9-14) scheme:

  1. ACR (Annual Confidential Reports):

    As per para 4(b) of ACP instructions 7/60/2006-5PP1/15963 Dated:03-11-2006, if 50% of the annual confidential reports are good and out of last three years reports at least two should be good, the employee is eligible to get benefit under this scheme.
  2. Service: 

    Only the service which counts for seniority and increments in a cadre against a post shall be reckoned for the grant of benefit under Assured career progression scheme. Service rendered on a provisional basis, on a contractual basis or period of without pay leave which is not counted for increments, extraordinary leave, suspension period which is not treated as a period spent on duty or increments which are stopped with the cumulative effect is not counted for Assured Career progression. (As per Clarification notification No.7/14/2011-1PP1/117 Dated: 06.02.2014 and rule 4.8(b) of Punjab Civil Service Rules Volume 1 part 1).

        It should also be kept in mind that cases of Assured career progression (ACP) are treated just like as cases of promotion. So conditions which are essential to becoming eligible for the promotion are also essential to become eligible for Assured Career Progression (ACP) Scheme. If due to invalid service record, the benefit of ACP is not given an employee from the due date, means that the ACP is put forward by any means then in that case period of next ACP will be counted from this date.
For example, suppose 4 Year ACP of Sh. Ashok Rana is due on 19.01.2014. But his annual increment of 01.01.2014 is stopped with cumulative effect, Then, in this case, 4 Year ACP will be given from 19.01.2015 (because the period for which increment is stopped with the cumulative effect not counted for ACP as said earlier). Next 9 year ACP will be given from 19-01-2019 i.e., counting 5 years from 19-01-2015 and similarly 14 year ACP.

ACP Clarification vide notification No. 23/6/2016-4FP2/01 Dated 01.01.2018

Pay scales of some posts like Clerks, Junior Assistants, Senior Assistants, and Superintendents, etc have been revised w.e.f. from 01.01.2011. In these cases during granting 4,9,14 years Assured Career Progressions (ACP) risks of pay anomalies in the pay of senior-junior employees were created. Due to this Punjab Government has decided to give only one increment on completion of 4,9,14 years of Service vide notification No. 23/6/2016-4FP2/01 Dated 01.01.2018
